Human Rights Education Decade ------------------------------------------

In 1993, following up to a suggestion of the World Conference on Human Rights in the Vienna Declaration and Programme of Action, the United Nations General Assembly, in its resolution 49/184 of 23 December 1994, proclaimed the 10-year period beginning on 1 January 1995 to January 2004 the United Nations Decade for Human Rights Education (1995-2004). A mid-term global evaluation of the progress made in the first five years of the decade was done in the year 2000. The evaluation was conducted to take into account all available information on what had been accomplished at the international, regional, national and local levels, identify remaining shortcomings and needs, and make recommendations for action during the five remaining year of the Decade. The UN High Commissioner for Human Rights presented the final report on achievements and shortcomings of the Decade and on future United Nations activities in the area of Human Rights Education during the 60th session of the UN Commission of Human Rights from 15 March - 23 April 2004 in Geneva. Ideas were proposed for a follow-up to the Decade: First is the adoption of a second Decade that will, among other objectives, continue the unfinished tasks under the current Decade. Second is the creation of a voluntary fund for human rights education that can help implement human rights education programs all over the world. Third is the adoption of a convention on human rights education. It was suggested during the Session that it would be ideal to combine them all, and launch a second Decade with voluntary funding support that will end (2014) with a Convention on Human Rights Education. These proposed international plans would be aimed towards one goal: making human rights education happen on the ground. This e-Alert is an attempt to provide you with collated electronic information, which is lying scattered around the virtual world, on the first UN Decade for Human Rights Education.
