First International Decade of the World's Indigenous People from 1995 to 2004

The fifth issue of our e-Alert service, under the British Council's project for Commonwealth National Human Rights Commissions Institutions, brings you an update on the first decade of the World's indigenous people.  It's an attempt to collate available online resources for your ready reference.

The United Nations General Assembly proclaimed the Second International Decade of the World's Indigenous People on 20 December 2004. The second Decade marked its beginning on 1 January 2005. 

The first International Decade of the World's Indigenous People (1995 - 2004) was proclaimed by the General Assembly in its resolution 48/163 ( http://www.unhchr.ch/huridocda/huridoca.nsf/(Symbol)/A.RES.48.163.En?Opendocument ) of 21 December 1993 with the main objective of strengthening international cooperation for the solution of problems faced by indigenous people in such areas as human rights, the environment, development, education and health. The theme for the Decade was " Indigenous people: partnership in action ".

The General Assembly had set the following five objectives for the first Decade:
1          International cooperation
2          Education
3          Recognition and protection of indigenous rights
4          Implementing recommendations on indigenous peoples
5          Adoption of international standards on indigenous rights, including the Draft Declaration on the Rights of Indigenous Peoples

The first Decade was co-ordinated by the Office of the High Commissioner for Human Rights in Geneva . The following are the achievements made during the first decade:

  • Creation of the Permanent Forum on Indigenous Issues

  • Appointment of a Special Rapporteur for Indigenous issues

  • Creation of a voluntary fund to assist Indigenous participation in UN fora

  • Development of an Indigenous Fellowship programme

The goal of the Second Decade is to further strengthen international cooperation for the solution of problems faced by Indigenous people in such areas as culture, education, health, human rights, the environment and social and economic development, by means of action-oriented programmes and specific projects, increased technical assistance and relevant standard-setting activities.

The Under-Secretary-General for Economic and Social Affairs has been appointed as the Second Decade's Coordinator, and a voluntary fund has been established as a successor to the already-existing Voluntary Fund.  The   UN General Assembly  has decided to continue observing the International Day of Indigenous People during the Second Decade.  Governments, intergovernmental and non-governmental organizations would be urged to contribute to the voluntary fund, as would indigenous organisations and private institutions and individuals.

5. Forthcoming event

Government of Canada and UN Permanent Forum on Indigenous Issues - Indigenous Peoples in the Information Society: Delivering on the Plan of Action, 14 - 18 March 2005, Ottawa (Canada )
In order to prepare a thematic meeting on the planning of an indigenous event at Phase II of WSIS, the Aboriginal Canada Portal ( www.aboriginalcanada.gc.ca ) has sent out a call letter. Plans are being developed between the Government of Canada and Canadian National Aboriginal Organizations (through the Aboriginal Canada Portal Working Group – ACPWG), other states and Indigenous organizations and the Secretariat of the UN Permanent Forum on Indigenous Issues to begin planning for Phase II WSIS Tunisia 2005. The meeting will focus on reviewing implementation of WSIS Plan of Action and on planning the Indigenous theme at Phase II of WSIS in Tunisia .
