Managing a Silent Revolution: Educational Change in Tamil Nadu

    Abstract   

A ‘Silent Revolution' has taken place in south Indian primary schools. A vision of individualized, interactive learning was realised with the implementation of Activity Based Learning. The Tamil Nadu government managed this change and now together with British Council and Unicef, aims to give children relevant and quality exposure to English.

An overview, supported by a short video will show how teachers' attitudes and behaviours have changed and how the creation of an activity based environment was implemented in all government primary schools across this large state.

The talk will continue by describing how ‘Project English' managed by British Council together with Unicef have worked with the state government to develop and deliver a cascade teacher development programme for 120,000 teachers.

Finally the lessons learned from this collaborative project have been pulled together by all three partners to produce a ‘toolkit' of practical guidelines on how to ensure the smooth planning and implementation of large scale INSET projects in developing countries.

Dr Kannappan
Dr Kannappan

Thiru. S. Kannappan, holds M.Sc., M.Ed., M.Phil.,P.hd, he was a post Graduate Teacher (Chemistry) in Steel Plant Hr.Sec.School. He served as District Education Officer for 3 years and as Chief Educational Officer for 5 years at district level. Currently he is working as Joint Director in State Project Directorate, Sarva Shiksha Abhiyan, Tamil Nadu. He is involved in Planning, Implementation and monitoring of Activity Based Learning Programme at Primary level, teacher training programmes, developing Active Learning Methodology for upper primary in coordination with The School , KFI Chennai. He has prepared and submitted Annual Work Plan and Budget for past 3 years based on Cohort analysis, DISE and various Educational Indicators.


Aruna Rathnam has worked as a teacher, researcher, NGO activist and is currently working as Education Specialist with UNICEF Chennai. She has published a few articles in English & Tamil and translations in Tamil on education.


Alison Barrett

Alison started her career as an English teacher in 1991 at a remote government school in Nepal. Since then, she has worked as a teacher, CELTA and DELTA tutor, examiner trainer and academic manager in Japan , Pakistan , London , South Korea and India , where she has worked with the British Council since 1998.  Alison is currently the Head of State Partnerships for Project English in India , responsible for managing large-scale English language teacher education projects and events across the country.
